Glossary of Terms

F.0.1 Accessibility: the extent to which goods and services are readily available either because of their close proximity or transport links to their locations.

F.0.2 Affordable Housing: housing that is available at less than the cost of purchasing a home on the open market. Affordable housing includes social rented and intermediate housing, provided to specified eligible households whose needs are not met by the market. Affordable housing should:

  • Meet the needs of eligible households including availability at a cost low enough for them to afford, determined with regard to local incomes and local house prices.
  • Include provision for the home to remain at an affordable price for future eligible households or, if these restrictions are lifted, for the subsidy to be recycled for alternative affordable housing provision.
  • Intermediate housing is housing at prices and rents above those of social rent, but below market price or rents, and which meet the criteria set out above. These can include shared equity products (e.g. HomeBuy) and other low cost homes for sale and intermediate rent.

F.0.3 B class employment: is located in offices, industrial and warehouse premises Non B class employment: is located in other premises such as retail, leisure and community facilities.

F.0.4 Biodiversity: The variety of plants, animals and other living things in a particular place. Biodiversity encompasses habitat diversity, species diversity and genetic diversity.

F.0.5 Brownfield land: land that has previously been developed.

F.0.6 Carbon Footprint: The amount of carbon dioxide produced in daily life through the burning of fossil fuels.

F.0.7 Connectivity: the linkages that exist between locations.

F.0.8 Daventry International Rail Freight Terminal (DIRFT) : is a rail port and logistics centre located adjacent to the M1 motorway near Crick, Northamptonshire. As such it is an intermodal centre enabling the transfer of goods from rail to road.

F.0.9 Developer Contributions: Contributions made by a developer to remedy the impact of a development, either by paying money for work to be carried out or by directly providing facilities or works either on or off-site. 

F.0.10 Dwelling: a self contained unit of residential accommodation.

F.0.11 East Midlands Regional Plan: The development plan that sets the regional level of policy and provides the context for local development frameworks in the East Midlands region. A general term for the regional plan is also the Regional Spatial Strategy.

F.0.12 Ecological Footprint: This represents the amount of biologically productive land and water a population uses. It measures how much space a person, city or country needs to sustainably support them.

F.0.13 Environment Agency: a non departmental public body responsible for flooding, land contamination and other environmental matters.

F.0.14 Evidence Base: the information and data gathered by local authorities to inform policy.

F.0.15 Flood risk attenuation: measures such as tanks and surface ponds that prevent water entering sewers and rivers to reduce water flow during periods of heavy rainfall and reduce the potential for flooding.

F.0.16 Green Infrastructure: A network of connected, high quality, and multi-functional open spaces that provide multiple benefits for people and wildlife

F.0.17 Growth Areas: Specific areas identified for new development to accommodate future population growth, as outlined in the Government's Sustainable Communities Plan (2003)

F.0.18 Hinterland: an area near and dependent upon a town or village.

F.0.19 Legible: if a place is legible it is easy to find ones way around it, and it is clear what functions different parts of the place perform.

F.0.20 Local Development Framework: the portfolio of documents relating to planning policy at a local level.

F.0.21 Milton Keynes and South Midlands: A designated growth area in the UK made up from parts of three regions (the South East, the East, and the East Midlands) identified in the Governments Sustainable Communities Plan (2003).

F.0.22 Milton Keynes and South Midlands Sub Regional Strategy: this is a broad strategy for growth, published in 2005 providing the context for growth. It forms part of the East Midlands Regional Plan.

F.0.23 Mixed use or mixed use development: refers to development that contains more than one use for example residential, employment, leisure and community uses.

F.0.24 Modal interchange: a transport hub where connections can be made between different forms of transport - such as a rail or bus station.

F.0.25 Modal shift : the change from the use of one mode of transport to another for example a change from car use to bus use. 

F.0.26 Modal split: the proportion of trips being made using each form of transport.

F.0.27 Northampton Implementation Area: is currently a conceptual area that contains the land that will be built upon when Northampton has expanded so includes the extensions to the town that will actually be located within Daventry District and South Northamptonshire District.

F.0.28 Physical infrastructure: the stock of facilities, services and equipment needed for the development and area to function properly e.g. Roads, sewers, power, schools.

F.0.29 Planning Policy Guidance (PPG):guidance produced by national government to guide local authorities with respect to planning policy. These are being gradually replaced with Planning Policy Statements.

F.0.30 Planning Policy Statements (PPS):  national planning policy produced by government.

F.0.31 Potential Special Protection Area (pSPA): an area that may be designated as a Special Protection Area or SPA. A SPA is an area which has been identified as being of national or international importance for the breeding, feeding, wintering or the migration of rare and vulnerable species of birds found within European Union countries. They are European designated sites, classifies under the 'Birds Directive 1979' which provides enhanced protection given by the Site of Special Scientific Interest (SSSI) status all SPA's also hold.

F.0.32 Regional Spatial Strategy (RSS): refer F.0.11 above.

F.0.33 River Nene Regional Park : an independent community interest company creating a green infrastructure network through a programme of projects along the River Nene.

F.0.34 Site of Special Scientific Interest: a site designated by Natural England under the Wildlife and Countryside Act (1981 as amended) to protect its fauna, flora or geology.

F.0.35 Social Infrastructure: includes health care, education, sports, cultural and community facilities needed to ensure that places have the necessary range of facilities.

F.0.36 Strategic Employment Land Assessment (SELA): a study that evaluates employment forecasts, land supply and demand.

F.0.37 Strategic Flood Risk Assessment (SFRA): a study undertaken to provide a detailed and robust assessment of the extent and nature of the risk of flooding of locations.

F.0.38 Sustainability Appraisal (SA):  A mandatory procedure under the Planning and Compulsory Purchase Act 2004, is to promote sustainable development through the integration of social, environmental and economic considerations into the preparation and revisions of local development frameworks.

F.0.39 Sustainable development: development that meets the needs of the present without compromising the ability of future generations to meet their needs.

F.0.40 Sustainable Urban Drainage Systems (SUDS) : an approach to managing the run off of rainfall from buildings and hard standings. They can reduce the total amount, flow and rate of surface water that runs directly into rivers via storm water systems.

F.0.41 Sustainable Urban Extensions (SUE) : planned growth that adjoins the existing urban area and supports existing and new communities through the provision of transport, health, education , community, cultural and social facilities- and links new and existing communities physically and socially.

F.0.42 The Draft Strategic Northamptonshire Economic Action Plan (SNEAP): published in April 2008 this identifies key imperatives for Northampton to achieve long term sustainable economic growth.

F.0.43 Urban Renaissance: a term used to describe the recent period of re-population and regeneration of many city and town centres.
